Janet Hasty Janet Hasty - Owner and GPS Senior Trainer
Janet Hasty is a 30 year veteran of Texas state government purchasing. She has worked in several important state agencies including the Texas Building and Procurement Commission, Texas Department of Transportation, Department of State Health Services, and Texas Parks and Wildlife Department. During her career, Janet was responsible for the procurement of a wide range of goods and services. Some of her purchasing projects included:
  • Statewide travel contract including travel agency, car rental and airline services
  • Major advertising campaigns such as the “Don’t Mess with Texas” anti-litter campaign
  • Building construction and maintenance contracts
  • Client service contracts valued at over 700 million dollars
  • Information technology services and systems
  • Professional and consulting services
  • Highway equipment and services

Janet has a bachelor's degree in Public Administration from St. Edwards University, and a master's degree in Public Policy from the University of Texas, LBJ School of Public Affairs. She shares her procurement knowledge with fellow government purchasers in her purchasing workshops. Her knowledge and experience in Texas government procurement is rivaled by few others. Janet is ready to share this information with you. Janet also enjoys consulting with the vendor community and assisting them in successfully growing their businesses through government contracts.

Janet is a Certified Public Purchasing Officer by the National Institute of Governmental Purchasing, and a Certified Texas Procurement Manager by the Comptroller of Public Accounts. Janet is also a Certified Trainer through the Comptroller of Public Accounts.

Paul Belew
Paul Belew - GPS Trainer
Paul is a senior-level purchasing professional with more than 40 years of experience in purchasing, consortium buying, inventory management, and supply chain improvement. He retired from his position as Assistant Vice President of Materials Management for UT Southwestern Medical Center at Dallas in 2015. In addition, he held various corporate purchasing management positions throughout his career.

Paul is a past president of the Fort Worth Purchasing Management Association where he also achieved his lifetime Certified Purchasing Manager. Paul has a Bachelor of Arts from the University of North Texas in Denton.

Phil Brasher
Phil Brasher - GPS Trainer
Phil has over twenty years of experience in public school purchasing. He has also taught purchasing certification classes for the Texas Association of School Business Officials (TASBO) for over ten years. He has a B.S. - Social Studies Education - University of Louisiana-Monroe and a Master's Degree - Educational Administration - Texas A&M Commerce.

Phil is a Registered Texas School Business Administrator (RTSBA).

Aaron DeWispelare
Aaron DeWispelare - GPS Trainer
Aaron has a vast career in project management - both as a project manager and instructing project management. He completed 21 years in the United States Air Force, and served in private sector project management positions. Aaron's teaching experience includes the Air Force Institute of Technology, Auburn, Webster Universities, and the University of Texas system. He has a Ph.D. in Systems Engineering from the University of Virginia, MBA from Xavier University, MS in Systems Engineering and BS in Electrical Engineering from the Air Force Institute, and a BS in Mechanical Engineering from the University of Nebraska.

Aaron's professional designations include:
  • Registered Professional Engineer in the states of Texas, Ohio, Florida and Michigan.
  • Certified Acquisition Manager
  • Certified Project Management Professional (PMP) and Agile Certified Practitioner (ACP)

Dan Griffiths
Dan Griffiths - GPS Trainer
Dan has over 28 years of experience leading the design and delivery of instructor-led and web-based training in support of state government, higher education and a wide array of industry sector programs. His proposal development teams have won $570 million in competitive federal and state grant and contract funding for applied research and workforce training, and he directed $723 million in complex American Recovery and Reinvestment Act (ARRA) grant funding for Texas universities and community colleges.
He has a Master of Public Administration degree, is certified in contracts and grants management, and serves as an adjunct instructor in Texas State University's Certified Public Manager program. Dan is currently the founder and Executive Director of Coda Learning, a veteran-owned small business in Austin, Texas.

Mark Rogers
Mark J. Rogers - GPS Trainer
Mark has been in public purchasing since 1974. Before retiring in 2009, Mark was Director of Materials Management for the Austin Independent School District for 24 years. Prior positions include Director of Materials Management for the University of New Mexico and Director of Purchasing for Austin Community College. Mark has been speaking on public purchasing topics since 1981.

Mark is a charter member of TxPPA and was co-chair of the Unified Procurement Code committee for TxPPA for six years. He received a BBA from the University of Texas at Austin. Mark is a Lifetime Certified Purchasing Manager.
